I agree. The document is too pie in the sky for anyone to have
taken seriously.

However, it's also clear to me that the central thrust of the
document is one of the practical routes down which manned habitation
of space will proceed.

To be honest it's practically inevitable. Habitation of space
is the ultimate green field site. All of the technologies are
pretty much state of the art now. Green field sites nearly always
use the state of the art technology; high robotic usage is
almost certainly that even now.
