Is this a possible scenario (a more political question) ?

Space settlements is not a top priority, but maybe a radiotelescope on the
backside of the moon could be (because of radio-dirt on earth).
To make a telescope on moon it will possible be easiest and cheapest to
build it of moon-soil. It means, that there shall be equipment for mining
and refing on the moon. When this equipment has been used for a telescope,
then adding a mass-driver will make it possible to start make space
settlements.

(by the way, technic is not my strong side, Im more for "tighten the
greenhouse and lets move up"-type).
