This is very true. They only count classical mail and the best way to influence is to walk into their office and talk with one of the staff. To see a rep. usually takes an appointment. I spent a day a couple of months ago down in Austin learning to be a lobbyist and then walking around and meeting with various reps. A very interesting experience.
