I agree that the most important bottleneck for space development is private
investment. >>
I just almost finished reading "The Sovereign Individual" by James Dale
Davidson and Lord William Rees-Mogg. For a long time I was confronted by the
devilish problem of making Island One pay for itself BEFORE the construction
start. Many of the business such as space tourism, solar power beaming, etc
are very long term and will not show profit for 10 years at least and will
require debt burn rate at the start. It's important to find a way to make
Island One pay itself the day you assume debt so that the debt will not kill
your business, in other word, "make somebody pay you for assuming debt" as
pointed out by "Rich Dad, Poor Dad" author Robert T. Kiyosaki. Now I think I
found two "killer apps". They would be telecommunication and finance.
The Island One can sign up companies to make the Island One the host for
Internet and communication services before the construction start in order to
ensure steady economic base that would be attractive to new investors.
Other is to make Island One independent minisovereignty much like free Hong
Kong or Swizterland. It would provide a tax haven for banks and individuals
by entering into tax contract in which the new residents would pay a flat tax
that would pay for the function of Island One while the government provide
protection for person and property. Because the Island One is small with
merely 10,000 people and will be home to thousands of computer servers, the
government will be very small (maybe only 500), personal, and "efficiency"
will be the password. Being in space beyond the jurisdiction of any
nation-state will provide security in the same way Atlantic once protect
America from wars in Europe. The main security needs will be small policing
and cyber firewalls rather than miltary. Because Island One will be very
friendly to money, along with clean enviroment, safe place for children, easy
trips to recreation and work and highly ambitious and educated workers for
company, it will be very attractive to millions of people with high income
who are looking for safe place for their families and their money. The US
resident have to pay 75 cents on a dollar to IRS. The simple contracted tax
of, say, $5,000 yearly, will free up more money for investment. The more
money invested will earn more money back many times over. The profits from
investments made into Island One will provide more funds for investment in
deveolping the solar system.
An independent Island One will be able to sell itself to a lot of banks,
brokerages and wealth people and with money from them, we can make it
possible for other kind of people to move to space as workers and
self-employed to provide a rich and healthly villiage lifestyle.
