Mining the Sky & Space Tethers to achieve LEO

I believed this for many, many, many years, but now I'm starting to
think maybe the opposite is true. Not until there is significant
industry and human habitat volume in space will there be real
incentive to create cheap access to LEO.

Am I nuts?? Does anyone out there agree with me?
