Unfortunately, a prerequisite is a sea-change in popular outlooks and opinions. Just take a look at http://www.marssociety.org/ and observe

a.) What a slick Website they have in comparison to http://www.ssi.org/
b.) The fact that they have successful local chapter fan clubs (my brother regularly forwards me mail from the Chicago chapter)
c.) Their religious leader (Bob Zubrin) is still alive and testifying in front of Congress, whereas ours (O'Neill) is dead.

In the mind of the public, Mars is sexy, the Moon is passe' (and everything that could ever be known about the Moon was completely investigated and settled by the Apollo missions), and NEOs are... well... what did you say a NEO is? Is that some new type of music? :)

It would be interesting to consider the possibility of a Hypothetica type
plan within the US. I suppose that with a $trillion tax cut, the Bush
administration would be less than open to the idea. Still, all of the costs
of the O'Neill plan could be covered by NASA's current budget.
