Hypothetica in the US

DOA (Dead on arrival).

The tax cut is to stimulate the economy. Spending the money on yet
another gov prog would defeat the object.

To quote former Congressman Robert Walker, "if you think you are going
into space on the back of a government spending stream, forget it. It
isn't going to happen folks".

He emphasises that encouraging commercial space expansion is our only
realistic hope.
