Yes, this is attractive. There is a good precedent for this.

In the telecommunications arena. Some small third world countries cannot afford to buy communications satellites. Instead, they use aerostats as microwave comm relays. Aerostats are often referred to as the poor man's satellite.

The analogy to SPS is obvious.
