A lot depends upon (1) The cost and availability of nitrogen in near earth
space, at the time that the habitat was built and (2) The amount of N2 that
we choose to use within our atmosphere. O'Neill voted for an oxygen/water
vapour atmosphere. There are some unanswered physiological questions with
this sort of atmosphere, but it certainly is much cheaper and easier to
work with. My understanding is that O'Neill did allow that a N2 component to the atmosphere would be required. He advocated 1/2 pressure with twice the percentage of O2, with N2 reduced accordingly. But even then, I still think there would be more N2molecules bouncing around than O2 molecules.
