I thought that air pressure exponentially decayed, with a "half-life" of
18,000 feet. If this is true, then the implication would be 0.65 bar at
11,000 feet

altitude(feet) bar

8,000 0.73
9,000 0.71
10,000 0.68
11,000 0.65
18,000 0.5
36,000 0.25
54,000 0.125
72,000 0.0625
90,000 0.03125
108,000 0.015625
etc.

If this is wrong, then what are the correct numbers?

The pressure is about the same as sea level. It is also about the same
as commercial aircraft cabin pressure. i.e. 0.95 bar or thereabouts.
This will not result in a signifcant cost/mass versus a 1.0 bar habitat.
