No "rather than".
First, collect the loose regolith.
Once you've used up the regolith, if there's a hard core left, mine
that, in such a way that you can use the interior spaces for living in.
The main point of having a hollowed out asteroids is giving a greater
diversity of habitats than every colony being an O'Neill clone.
