I wish I could understand this statement. Why can't the probe latch on
the meteoroid and fire its hydrazine thrusters to despin it?

Maybe he was referring to despinning with solar sails (the original
concept), and in that case I would agree that probably it is not viable.
However, put in the way that I wrote, I agree that this statement is kind
of obscure, and I should have remarked upon it. On the other hand, I think
that Al Globus also said that despining methods other than solar sails would
also not be viable. (Perhaps he was imagining an AsterAnt much smaller than
the meteoroid. Another problem is that some meteoroids maybe so fragile that
they would not withstand despining. Neither of those explanations, however,
is sufficient to justify the statement, I think...)
