An interesting list of priorities.

To process natural U into fissile material takes a massive expensive processing facility.

How does this compare to the facilities needed to extract Oxygen from either water, or silicates ?

Also, nuclear rockets require a lot of reaction mass, what will you use and from whence will you obtain/transport it ?
