Yeah, he is really stretching the definition of "scholarly". Most of us understand this to mean "peer reviewed". When I looked at the web site it did not mention peer review anywhere. It mentions an "editorial board", but that is something different.

There is no explanation of who is on the editorial board, nor what the acceptance and review criteria are for papers.
