Your proposal already has a lot of competition, in particular the Russian Foton program.

Foton is a going concern which has been operating
for decades.

Are you planning to compete with them ?

Or use them as subcontractors ?

Foton has a big advantage: experiment integration is
performed on the ground, which is a lot cheaper than
trying to do it in space.
