Perhaps to bring it back on topic, we can bring up the fact that in
O'Neill's book "2081 : A Hopeful View of the Human Future" he
considers this very topic.
busses based on hydrogen fuel. Apparently, the fuel tanks contain an
agent that slows the release rate of the hydrogen, reducing its
volatility. In the event of an accident, the stuff spills onto the
ground and the hydrogen slowly dissipates. Thus the answer to your
liability question is "By eliminating the explosions altogether."
I don't have the book handy to check the reference, but perhaps
someone else does.
