Japanese idea of using satellite for split water on the ground

Wouldn't we all love to see a world ringed by SPS's, and the United States announcing a new energy policy: "Henceforth, we only buy oil from democracies."? And getting most of the industrialized democracies to sign up with us on that?

Actually until recently the US has been lagging the rest of the world in this arena, i.e. by refusing to sign the Kyoto Treaty. The oil producing countries are terrified of Kyoto, and actually asked for grant aid to be written in as compensation for losing their oil revenues !

It is difficult to believe the attitude of those folks.

If the US signs on to Kyoto, or some renegotiated version of it, then the scenario of SPS becomes more realistic than ever.
