So far as I know, neither Bill Gates nor his company
Microsoft has ever "created" a Silicon chip. They
have neither developed nor manufactured any chips so
far as I know.
Microsoft Corporation is best known for their software
products, beginning with MS-DOS. More recently they
have started manufacturing games boxes and other
devices, so far as I know the chips they contain are
purchased.

For the forseeable future, quality and yield rates of
finished terrestrial chips will exceed that of
non-terrestrial chips.
It might be possible to make high quality bulk Silicon
crystals in zero G (but not on the Moon).
But it is still a lot of work to turn a crytal into
a finished functioning chip, and that latter part will
always most easily be done on Earth for the forseeable
future.

Yes, structural materials of this nature will be
viable on the Moon, and could be one of its early
exports, at least to LEO and GEO.
It is orders of magnitude easier to make structural
materials than to make semiconductor chips.
