This is not the same thing as a subsidy.

No taxpayers subsidies that I am aware of.

On the contrary.

The US Govt actively opposed the Tito flight, and Dan Goldin of NASA threatened
to charge Russia a bill for the cost of Tito's visiting the ISS. I do not know
if they ever followed through on that threat.

Does anybody have any updates on that ?
