I agree.

However, in the government world there is a psychology issue where logic
and reason do not apply.

It is similar to the national Missile Defense shield which USA is
pouring gigabucks into.
But there would be much more effective ways to spend that money and
achieve the same objective.

It is similar to what Gaius Petronius the younger observed in the first
century AD.
The appearance of activity is more important than the real results.
