On the contrary, they did and do.
There are exceptions, but they are rare. Few business spring up in the middle of nowhere with no appreciable infrastructure already in place.

Governments do not put services into
place where there is not solid demand by tax paying business and
individuals. At least anywhere where supply and demand are in
operation.
Didn't say they did. I understand your point, though. It's my communications failure. I'm not explaining myself very well.

Trying to leapfrog the build up process will only work if you have
PERFECT foresight. And that sure doesn't discribe any organization that
I know of.
