Yes. Very well put and I agree with you whole-heartedly. But to me
this statement can stand apart from the 4 steps issue that started
this thread. I really have trouble seeing how the MUOL concept
advances that process and that's the heart of my skepticism. But
your above statement makes a lot of sense for small pilot project
packages, kind of like they had for the space shuttle, I can't
remember what they were called, something like "get-away specials?"
