I think this whole idea, of using pressure inside an asteroid to plastically
inflate it into a large hollow cavity, is silly and doomed to fail. Try it
with a couple of rocks, a cannon ball, a bowling ball, etc. here on Earth,
and I expect that will end the plans to do it in space. Jay Huebner

A possible suggention to prevent the steam powered
rocket when creating a hollowed astroid.
Place all that water in a large plastic container.
Use a plastic of known qualities, model the situation
to death. Build prototypes and and test them before
you
put them inside a molten astroid.
Another idea is to pump the water in thus controlling
the expansion in the astroid. Since you will also be
controlling the heat being applied to the astroid you
can apply to different areas of the big rock
controlling it's plasticity.

There are plenty of computer models and different
varaibles to play with in this situation, it may even
turn out not to be a problem at all, other problems
may come up.
