Dear California Space Authority Members and Space Enterprise Stakeholders,
The California Space Authority (CSA) is formally initiating its annual campaign to identify, prioritize and nominate Space Enterprise Infrastructure and Technology projects for potential funding by the federal government in Federal Fiscal Year (FY) 2004. We invite and strongly encourage CSA members and Space Enterprise stakeholders from across California to submit candidate projects for entry into this annual process.
As you will recall, several years ago, CSA and stakeholders developed and produced a Strategic Plan for California Space Enterprise in which enduring End State Objectives and Elements were identified. Those End States and objectives are once again provided as an attachment to this FY 2004 Call for Space Enterprise Project Nominations. Contemporary considerations, such as the nations and the states focus on Homeland Security, are factored into the Call for Projects solicitation, consideration and nomination process. As you will see in the second attachment to this solicitation, FY 2004 Themes are identified to guide your preparation and submittal of projects.
Consistent with the themes, which are comparatively broad in nature, CSA invites you to submit Space Enterprise projects for consideration and potential funding in FY2004. Submitters please note that projects that require multi-year funding to complete are not encouraged. CSA and an external California Space Infrastructure Program Oversight Committee will complete the screening, prioritization and submittal process in early February 2003. Also, please note that projects whose funding requirements are in excess of $5M are generally not funded by the federal government. Submitters should further appreciate that not all projects submitted by CSA to the federal government for its consideration are selected, and that occasionally selected projects are not funded by the federal government in the amount requested. Identification of projects that are chosen for federal government funding will typically not be known earlier than in September 2003 and receipt of individual project funding may occur as late as June 2004.
A guideline for preparation of candidate projects is included in the aforementioned attachment. Please prepare and submit your candidate projects as described in the attached Project Guidelines attachment. To be considered, your nominated projects must be received by CSA on or before January 15, 2003. Please email your project nominations to Jamie Foster at:
