Since I don't have a background in orbital mechanics this may well be
ridiculous but what about having a 'space fountain' ala Arthur C. Clarke
based on the moon? 1/6th Earth gravity must mean that it could be built from
available materials. It could be less complex than these rotating tethers.
No obital changes required when boosting or dropping payloads etc...
