We know that 'robotic' spacecraft can be constructed for a couple of
hundred million dollars. For example, NEAR Shoemaker cost $223 million,
soup to nuts, and it vastly expanded our knowledge of NEOs. In the end,
it was landed on Eros even though the craft had never been designed for
that purpose.
So the question really is, "What other useful, frontier-expanding things
can be performed with robotic spacecraft? ".
