Let's say that some crisis galvanized the public and we had to have
some major activity in orbit. You fill in the blanks for whatever
you think might be appropriate.
Or we return to budget surpluses and the space community has learned
how to pull the politcal action levers, and manages to finangle $75
billion for some project . .
Or Saddam actually nukes Saudia Arabia and destroys all that oil
pumping capacity, so we really need to do something in a hurry, so
SPS is put on the fast track, a Manhattan Project type of effort.
I don't know, it's all make beleive, so if you accept the premise of
getting the money then the likelihood of you being NASA
administrator is just as likely. Do great things while you run the
place Administrator Xenophile!
