Economic War with Earth

If Earth decides to embargo the Habitat(s) and push comes to shove,
what could the Habitat do to retaliate?

I know that a standard scenario is to fire lunar rocks at the earth,
but killing thousands or millions of people is hard to justify.

So what else can be done?

How about bringing rocks down into GEO and LEO blowing them up? The
scattered debris might make those orbits useless for any satellites
and might even make passage through a difficult proposition.

Could orbits be designed that deploy debris but leave a "window"
through which transit can be safely achieved?
