This is because in the West we are rich and educated. This does not prove that any rich and educated population will cease to grow in numbers, but it does indicate the possibility.
It is quite possible that in space the entire population will be rich and educated, because of the practically gratis energy. Not certain, but certainly possible. Therefore it is quite possible that the population in space will reach zero growth, or almost zero, so that most of the new habitats can be used to expand the living space of the existing population.
