Indeed, my main concern is with the gravity well... Though a really strong
rotovator or lunar space elevator able to download oil tanker-sized buckets
of water would solve the problem. Or perhaps a specially crazy idea: the
"inverted massdriver", where the "water tankers" arriving from space would
stick and then be electromagnetically decelerated (generating electric energy
in the process).

Even with "water tankers from space", however, water would still be an
imported good, with all the transportation and commercialization costs
inherent to it. So, I guess that Lunatics would still prefer local cheaper
equivalents (when it comes to shielding.)
