For stuff like this I don't think votes are what matters, but money. Both in
the sense of bribing people/making campaign contributions, and arguing "we can
bring in lots of tax dollars". Or supply jobs in districts of influential
legislators. There'll probably be a lot of jobs on the ground, either
directly involved or in support.
