There are millions of people living in the Andean and Tibetan altiplanos and
no one dies poisoned with radiation, so you can safely subtract 4
kilometers. Actually, maybe even more, since inside a habitat the
atmospheric pressure could be (I think) kept more or less constant along the
volume, therefore resulting in a denser atmosphere than the one that the
Tibetans have over their heads.
