Do you think they intrepreted the data by comparing to average
exposure levels on Earth?

You'll note that the average US exposure is 360 millirems/year.
A big source of that is radon, as Arthur pointed out, so absent
radon in a Habitat, we make allowance for increased cosmic rays.

There is also 40 millirems from food and 26 from natural decay in
the the ground. I assume that in a Habitat built of lunar materials,
in which heavy elements are absent, that both of these sources of
exposure can be discounted.

The only risk I really see is for those who must exit the Habitat
for work or travel.

In conclusion, I think the 2 meters of silicon dioxide shielding
will give a radiation environment of 250 millirems/year, and that
this is as safe or safer than Denver.
