Brian, I'm surprised that someone as `inside' as I thought you are would even ask this.It isn't some secret `cabal', it's been as well documented as OPEC price-fixing, or airline tickets. It's beenstandard business practice in the industry, for years. Maybe my use of the word "treaty" wasn't correct, but the price controls on launch costs have been a matter of international agreement between many gov'ts and many corporations for decades. Dave
