As I have already told you, I'm just an obscure software engineer who is
used to dream of space ;-). I don't know anyone in the Brazilian Space
Agency. However, though two or three hoops of someone-who-knows-another-one,
maybe I can contact someone in the Ministry for Science and Technology. Or
perhaps try e-mailing directly the Ministry for Foreign Affairs. I'll try,
and if I get some concrete result I'll contact you...

Anyhow, I know that there are negotiations between Brazil and Italy for
space cooperation (and use of the Alcntara spaceport). But I don't know how
that is related to ESA.
