Good questions. Many of the advances in aviation in the early years
(through 1940's at least) came via military requirements, so there is
certainly a good chance of positive spin-offs. On the other hand, recent
military aviation requirements (stealth, pilotless drones, in-air
refueling) haven't had any commercial spin-off. If this approach is too
orthogonal to practical suborbital or reusable orbital vehicles, then it
won't help much. On the other hand, I had heard that Elon Musk's company
(Space-X) was in the running to supply this technology...
