Germany (I think about 20 cm of insulation for roofs) and we have it
for some years.
Now we will probably get another law which requires every buyer of an
old house to insulate the tops of not/bad insulated houses.
I think as long as it does not put to much of a burden on house owners
this law is reasonable and will achieve a lot, since warmth escapes at
house tops.
You dont have to tear down old houses, you just could isolate roofs
or tops and put in better windows.
That will not cost a lot since isolation works can be done by
homeowners them self - just having that law and home depot will
deliver a working system for homeowners and self isolating tasks..
