Lunar Short Hop Vehicles

Do you think that there will be a need for a vehicle that can
perform short hops on the Moon without reaching escape velocity?

Is such a limited vehicle redundant?

Do you think that their flight trajectory will be ballistic, like a
cannon shot, or will they try to maintain a type of level flight by
maintaining a downward thrust just sufficient enough to balance
against gravity, and then have the vehicle move through forward
velocity?

Maybe the short hops will be done with land vehicles instead.

What do you think? Any other thoughts?
