There is a group in Sacremento, Ca that is pursuing
this in some detail. They've gone quiet lately in
most parts because I think they've gotten some
military funding. Check em out at:

They had a neat presentation at the last ISDC and
I believe have are are near shooting souding rockets
off their airships.
