Distribution is not a problem. I was a bit surprised at an email from
Peter Kokh to put it in the "Moon Miner's Manifesto". I consider the
posting more as a starting point for discussion than something to be
published.

I think that the main hang-up will be to establish a creditable alliance
/ organization. All of the space ethusiast organizations are membership
organizations with just enough paid staff to keep the paper work
flowing. While individual members of the organization and
administration may have sterling credentials (look at SSI's admin web
page for an example) there is no guaranty that any of those people will
be able to be involved with this project. So the main concern of Mr.
Bass will be the credentials of those people who we put forward as the
ones who are going to be the main staff. I would certainly like to put
my name in the hat but my resume will only cover areas related to
aerospace training simulation and engineering project management.

A way to approach this might be to do a teaming arrangement with
industry. I can think of several R&D activities that could done in
conjunction with my day job IR&D group. On the other hand that can lead
to complications so maybe sponsorship / teaming actvities would be best
left till after the administration is in place with just a place in the
plan suggesting that we would be pursueing such activities.

So I see the main core of the proposal containing:
1. The administrative team
- A business/finance manager
- An established scientific expert in ??
- Tourism specialist
- Engineering generalist
2. The oversight committee
3. Mission statement
4. Discussion of why us
5. Financial projections.
