massdrivers and/or the cheapest technologyto get into low earth orb

hi,
Been thinking that maybe Dubya will come up with a
project for the space program.
Just my opinion but I firmly believe that once cheap
access
into low earth orbit is achieved everything else will
follow. exploit the moon and asteroids and trip to the
moon the works. And the technology is not rocket
science it is just a matter of money and will.
Do you have a favorite technology (my other one is
orion spaceships)
