Remember in your pressure calculations that plants need CO2 - so 3psi O2
isn't accounting for the net wall pressure. I am not sure what the
percentages need to be to be good for both plants and people.

I would rather have the pressure vessel on the inside of the blocks - less
wear and tear (micormeteorites, UV and whatever else may happen), and would
be easier to perform maintenance on when it is necessary. Perhaps building
the exterior (glass blocks, or whatever) and then inflating a semi-flexible
membrane inside it. Sounds easier, faster, cheaper, and safer.
