Another item for the list but I am not sure how to word it.

I. NASA shall contract for enabling data and technology. All NASA
centers shall become separate employee owned companies. (If a one meter
mapping of the moon's surface is required then NASA shall put out a
request for that to be delivered on a certain date as public domain
data. NASA shall not design, build, launch, and operate the satellite
to do the mapping.) NASA centers can only participate in designing,
building or operating by separating themselves from the government and
as a result self reducing the job program aspect of NASA.
