Well, the paraffin component freezes out as wax and clogs the filter. The problem may be solved if the filter is of a type that can be removed and still permit the fuel to flow. I remember from an occasion driving with my father, who is a truck driver. Presumably the problem may be solved by heating the filter, as part of fitting the truck to cold climate - I don't know if it is done, or they just use engines with removable diesel filters.
