Juergens' Electric Sun model?

Just reading this James P. Hogan interview:

Anybody know anything about this Electric Sun or related Redshift
controversy? Could the Sun be powered electrically? And could Halton Arp
be correct and astronomers are witnessing frequent births of galaxies,
not collisions (and perhaps a very living universe with interactions
mediated more by plasma electrodynamics than gravity)?
