my own 2 cents.
1. safe nuclear reactors have already been designed. My favorite is the design which encases the fuel pellet in this high temperature carbon fiber, the reactor looks like a giant gum ball machine. Helium is used as a moderator and heat transfer fluid, so when there is a break in the reactor and the helium escapes the reactions stop foolproof.
2. the powers to be need to decide which design to mass produced.
3. the powers to be need to fund the whole cycle of fuel. There were American designs for reactor processes that would consume radioactive wastes in there nuclear cycle so you don't have to use any place on earth to store it.
4. or better yet build maglev launcher to throw the radioactive into the sun.
5. there was an article in the industrial physicist which used maglev train lines as a way of moving electricity around also. I'll look back and try to find the link. they were super conductive lines as i recall. so you have clean energy, a clean transport system and very little power loss. you know once you work out the maglev train technology it is just a small design jump to be building maglev launchers.

p.s. you know i still really like the idea of sending up small sps prototypes just so you can start designing navigation systems and how you zero in on the ground base rectenna. We paid the Chinese to build inexpensive booster. and start testing the SPS's.
