GPS requires 4 satellites visible at any given time; given L1 halo
geometry, if you could do it from the L1 distance, it's conceivable you
could get by (on the near side) with just exactly 4 satellites. But I'd
guess a more realistic system would use closer orbits and more. There's
a tradeoff between altitude and number of satellites.
