yes, it would drop to maybe 75 per cent or possibly even 50 percent of
current cost.

assume that it drops to 10 percent of current cost. thats still 5
thousand dollars that they will have to pay per trip for a 5 pound
explosive device. for a 1 in 1000 failure, which will likely only risk
a city in 1 in 10 times they will see that as a waste of 5 million
dollars.
