I can see one point in favour of building all the houses and other structures first, and then opening the habitat for immigration: the houses may be built before the habitat is spun up to full gravity. The pipes and wires in the ground may be laid before all the soil is added, rather than digging up the recently laid soil, laying down pipes, and covering them again. The houses may be prefab sections built from eg. alu plating with large windows, transported from the microgravity industries into the habitat, and raised without any need for cranes.
Then again, I can see a point in favour of building the houses as the immigrants arrive, at least with early habitats, where each new habitat will add a considerable fraction to the population in space: if a work force of a few hundred people build a habitat that may house thousands, then they may want to delay the labour-intensive task of building individual homes until immigration has begun. They build for the first hundred immigrants and after that they have help.
Of course, a combination may also be employed. Build the gravity-intensive (so to speak) structures first, and let electricians and plumbers from among the first immigrants finish the houses for the later ones.
