Chuck,

I have read it and am slightly impressed that the
state department is also reading it. I've long been
interested in this matter and I would highly recommend
reading that section as well as "The Secret of Apollo:
Systems Management in American and European Space
Programs" by Stephen B. Johnson and "Organizational
Communication Imperatives: Lessons of the Space
Program" by Phillip K. Tompkins.

Public administration and organizational stagnation
are tough issues that are hard to deal with. All of
these are topics of the material you and I mentioned.
NASA is in a rut as of late and I would argue that the
ay it is run is a large part of it. CAIB correctly
sees that and identifies it as a problem.

How does one fix it? That is a hard question.
Clear vision from above would definitely help.
Consistent goals are also needed. Why I applaud Bush
for finally getting around to space after 3+ years in
office, I only hope that he is serious about seeing it
through and doesn't abandon it now that the election
is over.
